Federal Compliance

Section 508 PDF Remediation

Federal agencies and contractors must ensure all electronic documents are accessible under Section 508 of the Rehabilitation Act. PDFally delivers fully compliant, remediated PDFs—fast.

What Is Section 508?

Section 508 of the Rehabilitation Act requires federal agencies to make their electronic and information technology accessible to people with disabilities. This includes all PDFs, documents, and digital content that an agency publishes or uses internally.

The 2017 refresh of Section 508 incorporated WCAG 2.0 Level AA as the baseline standard—meaning any PDF that fails WCAG also fails Section 508. Organizations out of compliance face enforcement actions, complaints to the U.S. Access Board, and civil litigation.

Who Must Comply

  • Federal departments and agencies
  • Federal contractors and vendors
  • Organizations receiving federal funding
  • State agencies using federal financial assistance
  • Any entity subject to ADA Title II or Title III

The Risk of Non-Compliance

PDF accessibility complaints are one of the most common Section 508 violations filed.

Enforcement Actions

The U.S. Access Board and DOJ can investigate complaints and compel remediation, with legal costs far exceeding the price of proactive compliance.

Contract Risk

Vendors who supply inaccessible documents to federal agencies can be in breach of contract, risking award termination and future debarment.

Reputational Damage

Public complaints and accessibility audits are increasingly visible. Proactive compliance signals organizational integrity.
